E-invoicing compliance in Saudi Arabia

The Zakat, Tax and Customs Authority (ZATCA) in Saudi Arabia has announced an e-invoicing mandate for all businesses in the Kingdom. The mandate will be implemented in a two phased approach.

 

Phase 1 – Generation Phase

From the 4th of December 2021, all businesses must create and store VAT invoices in an electronic format compliant with the ZATCA. This means that the generation of paper or PDF invoices is no longer valid.

 

Phase 2 – Integration Phase

From the 1st January 2023, there will be technical and business requirements for businesses to ensure e-invoices can be integrated with ZATCA’s systems. Businesses will need to start getting their invoices authenticated through the ZATCA portal before they are sent to their buyers. This phase will be rolled out in waves, and business will know their deadline date 6 months in advance
E-invoicing IS NOT sending a PDF invoice via email. Businesses no longer have to rely on paper or email to send and receive invoices.
 

What is e-invoicing (FATOORAH)?

E-invoicing is the process of transmitting invoice information directly between intergrated electronic solutions in a universal format. E-invoicing has become popular around the world as it’s more efficient, secure, and faster than traditional invoicing. It is also better for the environment. Copying, scanning or emailing invoices is not considered to be e-invoicing. When an e-invoice is generated in the Kingdom of Saudi Arabia, it will be submitted to the ZATCA portal where it is authenticated before being sent to the buyer. This reduces the possibility of invoice fraud or manipulation.

 

Why is the government in the Kingdom of Saudi Arabia introducing an e-invoicing mandate?

The ZATCA in Saudia Arabia have introduced a country-wide e-invoicing mandate in an attempt to increase VAT compliance of tax returns, create a universal electronic invoice reading format, and reduce the shadow economy. All tax paying businesses in the Kingdom of Saudi Arabia will need to generate, store and report their invoices electronically through e-invoicing. The Kingdom wide e-invoicing mandate will also help the ZATCA tax authorities find fraudulent invoices, as they will be able to match input tax credit to output tax on the ZATCA portal.

 

What businesses have to comply with the e-invoicing mandate in Saudi Arabia?

All resident tax payers in the Kingdom of Saudi Arabia who issue tax invoices will need to adopt e-invoicing. Any third parties that issue tax invoices on behalf of residents will also need to adopt e-invoicing.
